INTRODUCTION

The Hon’ble Supreme Court directed Karnataka to implement a Comprehensive Environment Plan for Mining Impact Zone (CEPMIZ) in Ballari, Chitradurga, and Tumkuru districts. To execute this, Karnataka Mining Environment Restoration Corporation (KMERC) was established on 30.06.2014 as a Special Purpose Vehicle (SPV) under Section 8 of the Companies Act. KMERC’s objective is socio-economic and environmental restoration through schemes covering health, education, water, roads, housing, and more. On 21.03.2018, the Supreme Court asked KMERC to revise the plan incorporating feedback and include proposals for road and railway infrastructure. KMERC submitted the revised comprehensive development plan in October 2018, and a railway backbone study in October 2019. The project’s total estimated cost is ₹24,996.71 crore, to be implemented over ten years. The Supreme Court approved the CEPMIZ plan in principle on 21.04.2022. Justice Sudershan Reddy (Retd.) was appointed as the Oversight Authority for project approval and monitoring. He assumed charge on 30.05.2022 as per the Court’s directions. KMERC continues to function under his supervision for effective plan execution.
